## Japan International Cooperation Agency (JICA)

The Japan International Cooperation Agency (JICA) [Scholarship Program](https://www.jica.go.jp/english/activities/schemes/dsp-chair/index.html)invites future leaders from Japan’s partner countries and offers them master’s and doctoral studies in specific fields co-organized by Japanese universities. The program also provides scholars with a deep understanding of Japan’s unique modernization and postwar development cooperation experiences through lectures and various programs, fostering future leaders who will contribute to the development of their home countries and strengthen long-term bilateral relationships with Japan.

Many participants of the program read Nikkei Asia to learn and gather news stories regarding Asia. We asked three participants about how it is helping them.

#### **"Nikkei Asia covers everything from big to micro activities in Asian countries"**

Mr. Hendra is a civil servant in Indonesia’s central government. He worked for the Ministry of Investment in Jakarta, where he served as an infrastructure planner in the planning department. He is studying at Hiroshima University through the JICA's Investment Promotion and Industrial Development for Asian Region, which develops professionals who promote business partnerships between Japan and other Asian countries.

#### **— Please tell us about your current studies at Hiroshima University.**

 I'm interested to see the transportation management that Japan is doing. Japan has one of the best transportation systems in the world. Particularly, I'm interested in railway closures and how that impacts society and changes accessibility, especially when we see Japan facing demographic issues such as a declining and aging population.

#### **— How do you read Nikkei Asia? Do you visit the website on a daily basis?**

I usually look at the transportation section, and also articles on the economy and demography. I don’t come to the Nikkei Asia website every day, but I can say, three or four times a week.

#### **— Are there stories other than the transport sector that interest you? Any specific story that you had takeaways from?**

Demography, of course. The aging population is a very unique situation in Japan. That's very interesting. I always read about that. Also, I want to see what is happening in Southeast Asia – because I come from Indonesia – and see the Nikkei Asia perspective.

As for takeaways, the first topic that comes to mind is a story about *ryokan* (traditional Japanese inns) in Kyoto. This is because in Indonesia, two or three months ago, there was a trending issue about inns similar to the ryokan in Kyoto – as some are quite creepy, and are said to be haunted. Personally, I really like ryokan because I experience regional culture by staying in one.

Another example is an article about Myanmar – about how bicycles are becoming more popular for food delivery there. That's kind of a micro activity in one country, but Nikkei Asia didn't miss that. It's very nice.

#### **— Will you read Nikkei Asia after you return to your home country?**

 Yes. When I go back, I will be working in central government again. Checking global issues is always part of my daily routine. So of course, I will still go to Nikkei Asia.

If I may add, at my office we gather and attract investment to Indonesia from all over the world. And one of the biggest sources of investment – always in the top five – is Japan. So to know what is happening in Japan is very important. Nikkei Asia will be one of the sources for that too.

#### **"Reading Nikkei Asia promotes deeper understanding of the region"**

Mr. Owachgiu came to study at Yokohama National University in 2025 after working for the Ministry of Local Government in Uganda for about eight years. He worked as a community development officer where his core role was to empower the community for development. He is studying with the JICA’s Local Governance for Building Resilient States and Societies program, which helps government officials strengthen public administration and local service delivery through lessons from Japan’s development experience. 

#### **— Please tell us what you are studying in Yokohama National University.**

The program I am pursuing is a masters in philosophy and it is a two-year program which I intend to complete in March 2028. After the master's program, I will go back to Uganda to serve my country in the public service.

#### **— How did you get to know Nikkei Asia? Tell us what you like about it.**

I came to learn about Nikkei Asia when I was at the Yokohama Center (JICA’s training facility), where we were introduced to the website by a professor. I was interested in the content and subscribed to it.

What interested me so much is that when I was in Uganda, I used to follow news about Africa and perhaps parts of Europe. But when I was exposed to Nikkei Asia, I was able to get first-hand information from trusted sources within Asia and in the rest of the world.

The information I have been getting has been so helpful because you realize these are issues which affect all of us. A case in point: when we are talking about the digital transformation in class, it is theoretical. However, from Nikkei Asia you hear about how it is happening, how AI is transforming the whole world. There is a real experience where you can relate theoretical matters to what is practically happening.

It promotes a deeper understanding. I am then able to use this in my daily conversation and in classes.

#### **— Have there been any memorable stories or topics recently?**

One of the main topics which interested me has been sustainable agriculture. Uganda basically relies on rain-fed agriculture. Because of climate change, you realize that even rainfall is not reliable. Sometimes, there is heavy rainfall which leads to flooding. At other times, there are long dry spells, and this affects agricultural production.

One area that particularly caught my attention through recent reporting in Nikkei Asia was the use of technology to promote sustainable agriculture. I have read about how Japan and China are applying technology to improve agricultural practices, including more efficient and sustainable water management. This is especially relevant to Uganda, where agriculture remains a major part of the economy, contributing to around 32% of its gross domestic product, and is an important source of people’s livelihoods. What interested me most was how these technological approaches could help address some of the challenges Uganda faces, particularly the growing impact of climate change on agriculture.

#### **— How can learning from Nikkei Asia help you in the future?**

I am able to access first-hand information that enhances my understanding of transparency, accountability, and efficiency in public administration. In Uganda, strengthening transparency and accountability in public service remains an important priority in addressing challenges such as corruption and improving the effectiveness of public institutions. Through my engagement with Nikkei Asia, I am gaining valuable knowledge and perspectives that I hope will contribute to my understanding of public administration and support my efforts to undertake evidence-based research that can contribute to improving public service delivery in Uganda.

I aim to go out and utilize the knowledge and the skills to promote that accountability aspect. Then with innovation, bring new ideas into Uganda’s systems, because I am learning a lot of lessons from Japan which I hope to replicate in Uganda for sustainable development. Because Uganda is a developing country, there's still a lot to learn and to do.

And perhaps also improve coordination between Uganda and Japan. I would hope to be a bridge between Japan and the Ugandan government. I hope to be able to take knowledge back to Uganda, because I want the country to be different from what it is right now.

Mr. Alisherov is from the Kyrgyz Republic and has worked with the Ministry of Digital Development where he was involved in international relations and digital transformation initiatives. He is now studying at the Graduate School of International Relations at Ritsumeikan University in Kyoto through JICA’s Project for Human Resource Development Scholarship (JDS). His professional interests focus on digital government, public service delivery, and the use of technology for sustainable development.

#### **— How has subscribing to Nikkei Asia helped you?**

It has been one of my key sources since I came to Japan, because Nikkei has been one of the key sources for understanding development across Asia. So for the first year, I regularly read articles related to digital transformation, public policy, economic development, and also technology and regional cooperation. This platform helps me stay informed about important trends and policy discussions across the region. I have also used Nikkei Asia articles as background material for presentations, class discussions, and academic research. 

#### **— Were there any memorable articles?**

Most recently, I was interested in reading about China-Japan relations. I also remember a story about BlackRock’s $30 billion investment in AI data centers in Japan.

#### **— How is reading news articles in English for you?**

Reading more and more articles in English has helped me expand my professional and academic vocabulary. Because the articles are written by professional correspondents, I encounter terminology and expressions that are useful in my academic and professional work.

#### **— Do you read Nikkei Asia on a smartphone app or on a PC?**

I mainly read Nikkei Asia on my smartphone. The app works well for me. 

#### **— Will you read Nikkei Asia after you return to your home country?**

Japan has been an incredible experience for me and my family. And I will keep on reading interesting news about Japan and about Asia. I will definitely keep reading to improve my vocabulary also.
